There are many different ways your identity can be stolen...from stealing a wallet, looking through trash or accessing information YOU provide to an unsecured Internet site...
The IRS does not initiate contact with a taxpayer by e-mail !
If you receive a letter from the IRS that indicates multiple returns have been filed for the same year you may be at risk...Contact them immediately
If you have lost or your identification was stolen you need to provide the IRS with proof of your identity. Submit a copy of your valid government issued identification, social security card, driver's license, etc along with a copy of a police report and/or a completed Form 14039, IRS Identity Theft Affidavit.
Do not routinely carry your card or other documents that display your SSN
